Sanitary drains and sump discharge serve different purposes
The Village of Baldwin’s sewer code says unpolluted water, including stormwater, groundwater, roof runoff, subsurface drainage, and sump pump discharge, is not to be discharged to a sanitary sewer. Its building code also addresses clear water discharge and sump pump discharge. These local provisions explain why a sump or foundation-water concern should not automatically be treated as a clogged sanitary drain. They do not tell us what is causing a particular customer’s symptoms.
When you call, describe what you are seeing: which indoor fixtures are affected, whether the issue appears connected to an indoor drain, and whether a sump pump or foundation water is involved. Share the address, when the problem began, and any prior cleaning or inspection you know about. If you are unsure whether the concern involves sanitary plumbing, sump equipment, or another drainage system, say so. No symptom alone can confirm a blockage or identify its source.
Describe sump equipment or stormwater questions separately from an indoor drain-cleaning request. When arranging work, ask the provider what equipment and connections its service covers. For public-system or connection requirements, use the Village’s current guidance.
Why the distinction matters
A sanitary drain carries used water from sinks, tubs, showers, toilets, and other plumbing fixtures toward the sewer system. A sump system collects and moves clear water associated with foundation drainage or groundwater. The Village rules address keeping those flows separate. Baldwin sewer code, section 480-2 Report timing and sump activity without assuming one caused the other.
The Village’s median housing construction year is 1994, with a 90% margin of error of plus or minus 5 years, in the 2020 to 2024 American Community Survey. It does not establish a property’s drain or sewer line age, material, or condition. Census ACS table B25035
Frequently asked questions
Is sump discharge the same as a sanitary drain?
No. They serve different functions. Baldwin’s sewer code explicitly lists sump pump discharge among clear water that should not enter the sanitary sewer. Village sewer code
Does drain cleaning include sump equipment service?
Treat sump equipment and sanitary drain cleaning as separate requests. Tell us which equipment or fixture is involved and ask about the scope before arranging work.
Can rain or a sump issue prove why a drain is backing up?
No. Timing and location are useful details, but they do not prove the cause. Share them with the professional assessing the issue.
